“Organizing a major international sporting event such as the Universiade, after being entrusted to Regione Campania and CUSI, has meant considerable financial and organizational efforts in a short time”. Extraordinary Commissioner of Napoli 2019 Gianluca Basile takes stock of the situation 21 days before the start of the event. The administrative aspect is particularly important. Regione Campania provided 270 million euros to the Regional Agency for the Universiade (ARU) to implement all the management, operational and organizational activities for the event: 127 million euros have been allocated for the refurbishment of over 60 sports venues while 129 million euros have been earmarked to the service plan.
The organizational complexity of the event is easy to understand according to facts: In a few weeks Naples and Campania will receive 127 sports delegations, with more than 8,000 athletes competing in 18 sports, for a total of 370 competitions (only for team sports). 159 is the number of tenders issued by the the Regional Agency for the Universiade, including work, services and supplies.
Furthermore, thanks to the agreement signed in March 2018 to ensure compliance with legality, the Italian National Anti-Corruption Authority has so far issued 311 opinions on the procedures launched by the ARU. Only 8 are the administrative litigations over the total number of procedures, that is a very small number compared to the number of procedures launched, managed with the precious collaboration of the Attorney General, District of Naples. The administrative machine is also efficient in terms of payments; balance is within 15 days for delivering invoices to suppliers, record times for Public Administration. Finally, human resources: Currently over 400 people, mainly young people, are working everyday in the Universiade Napoli 2019 Organizing Committee.
